Responsible AI Development Should Be Practiced
Stephen Isaboke who serves as Principal Secretary for Broadcasting and Telecommunications has requested technology creators and other involved parties to advance artificial intelligence (AI) development in ways that match African cultural and linguistic and ethnic diversity.
Isaboke spoke at the TikTok Safer Internet Summit 2026 held in Nairobi on Wednesday to explain that artificial intelligence functions as a human enhancement tool which should not replace workers in all fields. The PS asserts that artificial intelligence development and usage should follow rules which center on human involvement and creative thinking as the foundation of technological progress.
He explained that AI operates as a technology which enhances human skills by helping users achieve their work goals with better productivity and effectiveness. Isaboke explained that artificial intelligence should not replace human work because it functions as a cooperative system which enhances human productivity and assists with decision-making.
AI Opportunities Across Key Sectors
The Principal Secretary stated that artificial intelligence (AI) has the ability to create significant advantages for multiple economic sectors. AI technologies create productivity enhancements which lead to new opportunities in agriculture and healthcare and education and creative fields according to his statement.
The digital solutions which he described can create significant advantages for these sectors by delivering solutions to their daily operational problems which result in better business performance and new innovative ideas.
Isaboke made the remarks after participating in a panel discussion titled “AI for Good: Leveraging Technology for Social Impact.” The TikTok platform invited him to join the discussion about how new technologies can solve social problems while supporting social progress.
Government Commitment to Digital Growth
The PS confirmed during the forum that the Kenyan government remains committed to implementing the Digital Superhighway and Creative Economy framework. The national development pillar establishes a foundation to expand digital infrastructure while fostering innovation and creating digital job opportunities for young citizens.
The government will create policies which establish a digital environment supporting TikTok operations according to their responsible digital platform usage to drive economic development.
Isaboke stated that young Kenyans now use these platforms to generate income through content creation and digital services and online work.

National AI Strategy to Guide Innovation
Isaboke announced that Kenya now possesses a National Artificial Intelligence Strategy which covers the years 2025 until 2030. The strategy defines how the country will develop and use and control AI technology.
The strategy establishes a structured framework which ensures artificial intelligence (AI) technology development will create positive economic impacts while driving innovation among young people. The program aims to equip Kenyan youth with skills to seize opportunities created by new technologies.
Addressing Online Risks and Misinformation
The PS required technology enterprises and digital platforms to enhance their responsibility for managing online safety hazards according to his request.
He explained that algorithms and technological tools should be used effectively to curb the spread of fake news, misinformation, and disinformation on the internet. Isaboke stated that people depend on online platforms to find information and communicate and conduct business activities thus creating the need for safe and reliable digital spaces.
Summit Focuses on Responsible Innovation
Isaboke presented the TikTok Safer Internet Summit as a vital platform to explore responsible innovation practices and the social function of technology in present-day life.
The Principal Secretary attended the summit with Secretary for Broadcasting and Telecommunications Temesi Mukani and Information and Broadcasting Secretary Temesi Mukani and Media Council of Kenya Chief Executive Officer David Omwoyo and digital strategist Dennis Itumbi.
