
Kwale County Government has launched the Kwale Electronic Development Application Permit System (KEDAPS), a new digital platform aimed at streamlining the development permit application process.
The system, introduced through the Department of Environment, Natural Resources and Urban Planning, in collaboration with the Finance and ICT Department, replaces the previous manual process. It promises faster, more efficient, and transparent application and approval of development proposals.

Governor Fatuma Achani, who has been at the forefront of digitisation efforts in the county, said the system is a significant milestone in Kwale’s digital transformation agenda.
“The introduction of KEDAPS is a major step forward in the county’s digital journey. It will benefit all stakeholders—from individual landowners and small-scale developers to large investors and institutions,” said Governor Achani.

County ICT Director Robert Nguma said the new system allows users to apply for development permits online from the comfort of their homes or offices. Applicants can also track the status of their submissions in real-time and receive approvals electronically.
“KEDAPS makes the entire process easier, quicker, and more accessible for all,” Nguma noted.

Mr. Macharia Thang’wa, the Principal Physical Planner, welcomed the system’s potential to enhance transparency and reduce opportunities for corruption.
“This digital platform will help minimize paperwork, reduce processing times, and ensure better planning and compliance with zoning and environmental regulations,” he said.
