The Kenya Forest Service (KFS) has issued a clarification dismissing an online petition circulating on social media, which challenges recent changes to revenue collection in Karura Forest.
The statement, shared through KFS’s official social media handles, reassured the public that the move to channel all gate charges and other fees through the eCitizen platform is a government directive and does not compromise forest security or management.

Revenue Collection Shift
KFS explained that Gazette Notice No. 16008 of 2022 requires all national government entities to collect revenue via the eCitizen platform. The Service emphasized that only the mode of payment has changed, and all other aspects of joint co-management between KFS and the Community Forest Association (CFA) remain intact.
Security and Jobs Secured
The Service further dismissed claims that Karura Forest risks insecurity or encroachment. According to KFS, the forest is fully secured through an electric fence, regular patrols by Forest Rangers, and community scouts.
The statement also clarified that no jobs will be lost following the changes. All CFA employees will continue their normal duties, despite some having been warned against reporting to work by the CFA management.
Protecting Gains in Forest Management
KFS criticized what it termed as misleading narratives by the CFA, arguing that reforms since 2007 have strengthened forest governance under the Forest Conservation and Management Act, 2016. Participatory Forest Management Plans (PFMPs), the Service said, have been key to securing Kenya’s 179 forest blocks, including Karura, ensuring that community members benefit from user rights such as eco-tourism, beekeeping, and collection of herbs.
Continued Public Access
Despite attempts to discourage visitors, KFS noted that members of the public continue to enjoy recreational activities in Karura Forest. The Service reiterated its commitment to professional management and maintaining Karura as a premier urban green space.
KFS urged the public to disregard the petition and seek clarification directly from the Service. Karura Forest remains open to visitors daily between 6:00 a.m. and 6:00 p.m.
