Three Principal Secretaries – Dr. Eng. Festus K. Ng’eno (Environment and Climate Change), Dr. Chris Kiptoo (National Treasury), and Dr. Kiprono Rono (Agriculture) – on Friday held talks with a delegation from the International Fund for Agricultural Development (IFAD) at the National Treasury headquarters in Nairobi. The IFAD team was led by Country Representative and Director, Ms. Mariatu Kamara.
The meeting centered on the Integrated Natural Resources Management Programme (INReMP) design mission for the Climate Smart Agribusiness Partnership for Resilience (CSAPR), a new initiative aimed at strengthening Kenya’s resilience to climate change while promoting sustainable agribusiness.

Commitment to Fast-Track Implementation
During the discussions, the Principal Secretaries pledged government support to expedite the project’s roll-out. They emphasized that the establishment of a Project Management Unit (PMU) would be a key step in ensuring effective coordination, efficiency, and accountability in implementation.
“The government remains fully committed to fast-tracking the implementation of CSAPR through the Project Management Unit, which will enhance efficiency and coordination,” the leaders affirmed in the statement.
Focus of the Mission
The ongoing design mission seeks to revise project activities, budgets, and workplans in consultation with stakeholders. It will also address implementation arrangements, financial flows, risk management, and monitoring mechanisms to ensure smooth execution.
Consultations will involve the Kenya INRM Programme, Climate Information Services (CIS) partners, and other key stakeholders, underscoring a collaborative approach to climate-smart development.
Technical Expertise at the Table
The meeting was attended by Kenya Meteorological Department (KMD) Acting Director, Mr. Edward Muriuki, alongside technical teams drawn from the Ministry of Environment, Climate Change and Forestry, the National Treasury, and the Ministry of Agriculture and Livestock Development.
Their participation highlighted the cross-sectoral nature of the programme, which integrates environmental conservation, financial planning, and agricultural innovation.

Driving Climate Resilience
The partnership between Kenya and IFAD signals renewed commitment to building sustainable food systems that are resilient to climate shocks. With the INReMP-CSAPR framework, Kenya aims to balance economic growth with climate action, ensuring farmers and communities benefit from innovative and sustainable agricultural practices.
